Judge Rules in Favor of Amateur in
Palmdale Antenna Support Structure Case

On Friday, February 6, Los Angeles Superior Court Judge David Yaffe issued a ruling in favor of Alec Zubarau, WB6X, of Palmdale, California, in Zubarau’s case against the City of Palmdale. Last year, after Zubarau received a valid building permit from the City to erect an antenna support structure, the City of Palmdale revoked Zubarau’s building permit after he had erected the tower. According to Zubarau’s attorney, Len Shaffer, WA6QHD, the Court’s ruling invalidates the actions of the City in revoking Zubarau’s permit and requires the City to allow him to replace the tower. “Zubarau’s case has drawn nationwide attention and financial support from the ARRL, Amateur Radio clubs and individual Amateur Radio operators from around the country,” said ARRL Southwestern Division Vice Director Marty Woll, N6VI. “Although this ruling does not directly address the City’s proposed zoning ordinance amendment, based on the Court’s language, it should provide considerable support for those hams attempting to negotiate a more reasonable provision allowing antenna support structures in the Palmdale City Code.”

Amateur Radio Operations to Begin Again on Midway Atoll

The US Fish and Wildlife Service (USFWS) announced on Monday, January 26 that they would once again allow Amateur Radio operators the opportunity to operate from Midway Atoll. This the first time that USFWS has allowed amateurs to operate from the wildlife refuge since 2002. The USFWS started a program earlier this month to encourage visitors to experience Midway’s wildlife, history and culture, as well as non-wildlife-dependent activities — including Amateur Radio.

California Amateur Radio License Plates

The following is an email received from the ARRL’s News and information from your Division Director and Section Manager mailing list.

There is a big issue going around California about the way DMV is now issuing call sign license plates. They are putting a space between the number and the suffix, for example, W6 ABC, rather than centering the call sign, for example, W6ABC. If you go back into the history of ham plates in California, you will find that they were issued with a space in them for a 5 character call sign and no space for a 6 character call sign. The space for a 5 character call sign went a way in the 70s or so when the blue and gold plates were issued. Now the space is back, why, who knows?

Anyway, here is a response from our division leadership. Do what you want about contacting your legislators about this. But, they ask that we wait before bombarding them with letters. We will be notified when it is time to start writing. Continue reading California Amateur Radio License Plates

FCC to Lower Vanity Call Sign Fees September 17

The FCC will reduce the regulatory fee to obtain or renew an Amateur Radio vanity call sign by more than 40 percent starting September 17. In a Report & Order (R&O) released August 6, “Assessment and Collection of Regulatory Fees for Fiscal Year 2007,” in MD Docket 07-81, the Commission will cut the fee from its current $20.80 to $11.70. This marks the lowest fee in the history of the current vanity call sign program. The FCC is authorized by the Communications Act of 1934 (as amended) to collect vanity call sign fees to recover the costs associated with that program. The vanity call sign fee has fluctuated over the 11 years of the current program — from a low of $12 to a high of $50. The FCC says it anticipates some 14,700 Amateur Radio vanity call sign “payment units” or applications during the next fiscal year, collecting $171,990 in fees from the program.

New Element 3 General Class Pool in Effect

The new General class question pool went into effect for all Element 3 General class license written exams on July 1, 2007.

ARRL VEC Exam Question Pools

Technician class (Element 2) Pool is effective July 1, 2006 and is valid until June 30, 2010.
General class (Element 3) Pool is effective July 1, 2007 and is valid until June 30, 2011.
Extra class (Element 4) Pool will be released December 1, 2007 and will become effective July 1, 2008.
