Proposed Changes for Part 15 for BPL Measurment

Notice For Proposed Rule Making for changes to Part 15 regarding measurement for BPL

SUMMARY: This document addresses certain issues from the Commission’s Report and Order on rules for broadband over power line systems and devices (BPL Order) that was remanded by the United States Court of Appeals for the District of Columbia. In the BPL Order, the Commission established technical standards, operating restrictions and measurement guidelines for Access Broadband over Power Line (Access BPL) systems to promote the development of such systems while ensuring that licensed radio services are protected from harmful interference. In ARRL v. FCC, the court remanded the BPL Order to the Commission for further consideration and explanation of certain aspects of its decision. Specifically, the court directed the Commission to provide a reasonable opportunity for public comment on unredacted staff technical studies on which it relied to promulgate the rules, to make the studies part of the rulemaking record, and to provide a reasoned explanation of the choice of an extrapolation factor for use in measurement of emissions from Access BPL systems.

DATES: Comments must be filed on or before September 23, 2009, and reply comments must be filed on or before October 8, 2009.

August 13, 2009

Les Paul, the virtuoso guitarist and inventor whose solid-body electric guitar and recording studio innovations changed the course of 20th-century popular music, died Thursday in White Plains, N.Y.  He was 94.

The cause was complications of pneumonia, the Gibson Guitar Corporation and his family announced. .

Mr. Paul was a remarkable musician as well as a tireless tinkerer. He played guitar alongside leading prewar jazz and pop musicians from Louis Armstrong to Bing Crosby. In the 1930s he began experimenting with guitar amplification, and by 1941 he had built what was probably the first solid-body electric guitar, although there are other claimants. With his guitar and the vocals of his wife, Mary Ford, he used overdubbing, multitrack recording and new electronic effects to create a string of hits in the 1950s.

Powerline Networking

Many homes and businesses are being built today with networking in mind. Homes are now built with category 5e cabling and are ready to go in terms of setting up your home network  to provide Internet or let you share files and audio visual material.

However, in older homes and offices this is often not as easy. Depending on the structure it could be difficult to install category 5e cabling, and if the walls are thick or metal wireless coverage can become a problem.

Amateur Radio Station WX4NHC Featured in National Commercial

WX4NHC, the Amateur Radio Station at the National Hurricane Center (NHC) in Miami, Florida, is featured in a 60 second radio spot for Duracell batteries. The commercial, which begins airing this month, highlights the efforts of an all-volunteer army of ham radio operators for WX4NHC. Narrated by actor Jeff Bridges, it describes the important role that radio amateurs play during severe weather conditions — enabling communications with emergency medical teams, police and fire departments — when the power goes out. The narration underscores the importance of a reliable battery to power the portable ham radios, which are crucial to WX4NHC’s work.

ARRL President Presents League’s Views on Distracted Driving Laws to Safety Advocacy Group

To ensure that Amateur Radio is not an unintended victim of the growing public debate over what to do about distracted drivers, ARRL President Joel Harrison, W5ZN, has written a letter to the National Safety Council (NSC), highlighting issues regarding the use of Amateur Radio emergency communications devices in vehicles. Many states have outlawed the use of cell phones while driving; some states with these laws have ambiguous wording (such as “mobile communication devices” or “mobile electronic devices”) concerning the use of Amateur Radio while driving.
